I have a form going now where parents can sign up for shifts selling raffle tickets. The problem I am having is that even after a parent signs up for a shift, that shift is still available the next time someone clicks on the link and shifts are getting double booked. Can you please help me?

Standard checkboxes does not have that feature. You may try to consider using this widget: http://widgets.jotform.com/widget/gift_registry. So when available options are picked and submitted, it can't be selected by the next form user anymore. Also, once the option is no longer available, it will appear with a crossed out style which simply means it can't be selected anymore.
