This happens since the " Test Email " button is tied to your account email address by default so it would only send your email to that. If you wish for this to be populated into your email everytime then you would need to either change or add it to your account email address list.
In order to physically and realistically test your email notification if you've changed the email recipient to a different address you would actually need to fill in your form yourself to check it.
