E.g. I have a quetion field = Subject matter .... and based on the answer selection, I would like the email to be sent to different personnel ....

You can solve your problem with the use of "Conditions". I've attached some illustrations and hope this helps.
For example, our condition is when a user selects a country, the submissions will be sent to an employee assigned on that specific country.
country1 = emails will be sent to email@example.com
country2 = emails will be sent to firstname.lastname@example.org
country3 = emails will be sent to email@example.com
and so on..
On the form builder, under "Setup & Embed" tab, click on "Conditions"
Selct the condition you want and click on "Next"
1 refers to your "field name" which is the country, 2 and 3 refers to the condition you want. 4 refers to the kind of email you want to implement (e.g. Notification), and 5 refers to your recipient (in this case,country1 = firstname.lastname@example.org). Click "Save".
Click "Add New Condition" and repeat the steps until all your conditions have been saved.
Here's our final output.
Be careful on stating your conditions and be sure to double check them as they may ruin your form.
