I want each registrant to be able to choose what meals to purchase, or be able to purchase the whole package. The total then needs to add up and I can send them to Paypal. Can I do that will the "options" box
My forms is the HRCNA Registration.

What you need can be accomplish by using our Paypal payment tool.
Then in the payment wizard add all the products (in your case meals) that you need.
Then, your clients will be able to choose all the products they want, they can choose just one or all the meals. As you can see in the gif image above, you need to enable the Show total in the form function, so that users can know the total. They will be redirected to paypal to make the payment once they hit Submit button.
