We have seversl files thaat have been uploaded via our form, but when I try to download several of them, I get
HTTP 403 Forbidden message saying the website requires I login to get the file.
How can I get the file?

I could replicate this situation. I forwarded this issue to our development team. They will get back to you through this thread once they have an update.

We apologize for this inconvenience, Ceciel.
Upon checking the date of the submissions, it appears that the uploads happened at the time the server had an issue with file uploads. Fortunately, the issue is fixed already. But nfortunately, these uploads where you're having access denied errors are not retrievable anymore. You will need to get in touch with the people who uploaded your file to get another copy of the file.
Please let us know if you have other questions or concerns.
Thanks for your understanding and again we apologize for this inconvenience.
