Can you please just confirm for me what pricing tier would be necessary in order to have all data handled by webforms from a EU-hosted website remain strictly in European datacenters?

By default, accounts that are created from the EU region are automatically set to become GDPR compliant.
So you will not need to upgrade to a paid plan for GDPR.
