I have been using "<br><br>" in my sub headers to make this: "Blah blah blah. blah blah blah." look like this:
"Blah blah blah.
Blah blah blah."
Once added and saved, the preview and the form look fine, but let it sit for 10 minutes and the code disappears and I'm left with "Blah blah blah. blah blah blah." all over again. If I can't use <br>, what can I use? I need to be able to space and separate paragraphs and list items.

Unfortunatelly, this will not work anymore. Html codes are now being stripped as part of security measures applied on the form.
Instead of injecting style codes in the headers/sub-headers of the header field, I suggest you instead use the TEXT(html) fiel found in Form Tools. Using this field, you can add read-only text with styles on your form
