I have made email rules (OUtlook 2007) to place it in my Inbox. I have had our IT "whitelist" it in the spam filter. I have added it to the Safe Sender's List in Junk Mail, but it still goes there EVERY time.

Can you please confirm if you have also whilisted Jotmail IP addresses? If not, please give it a try, here is a guide to know how to do it: Whitelisting JotMails IP Addresses
If that does not work, you may try using a custom sender email so the notifiers can be sent from your SMTP server. Here is a guide to know how to set up custome sender emails: Send Form Emails From Your Own Email Address: JotForm Now Support SMTP
