    If I have a thank you page that I have set up for this form then will a person be directed to that thank you page after they make their Paypal payment?

    Yes it will, this can either be setup form the Form Builder by setting up the Custom Thank You Page. Or by setting it up the redirect from the PayPal page. The end-result should be the same.
