How can I make it so that my respondents cannot submit empty forms?

Yes: you would need to require certain (or all) fields to ensure that respondents need to fill out these fields to submit the form and not receive blank responses.

To do so, click on the Properties (gear) icon of each field you'd like to make required:

Next, toggle the Required field to ON like so (please note that this field may be located further down depending on the field):

This way, respondents will be unable to submit empty forms unless all required fields are filled out.
