Is there a way to automatically send an email every 15 days?

Would you like to send the email to your form users?
Or would you like to set up an email that is sent to you in secheduled dates like daily, weekly, monthly basis in order to warn you about new submissions in your form?
If the last case is the one you are looking for, then our Daily Digest app will fit your needs: http://apps.jotform.com/app/daily_digest
With it you set it up once and emails are sent every day (or the timeframe you wish) with submissions for all (or some) of your forms.
Let us know if this is not what you are looking for.

I'm referring to the first case

Thanks for the confirmation.
Let me inform you that such functionality is not part of Jotform features. It has been requested before, so I just forwarded a request ticket to our Dev teams on your behalf so that they can consider your request too.
If this become real, you will be updated via this thread. However, we cannot promise anything.

What you're looking for is a newsletter/mailing list service -- you would need to avail a 3rd party service for this, such as MailChimp or MadMimi.
However, like what my colleague said, this has been forwarded as a request ticket. It is now up to our higher ups to decide what to do with the request.
