I am looking to create a form for a fellowship application and would ideally like a jotform that allowed the applicant to fill out the form and upload his/her resume and then also allow faculty to upload letters of recommendation. And then allow me to download all information (from both the applicant and the faculty members) into one form. Is this possible on your platform and if so, can you walk me through the steps to do it?

What I suggest you do instead to achieve what you required is like this.
Integrate all the forms involved to a File Sharing capable Apps available in JotForm. The most common were Dropbox, Google Drive, Excel2Drobox, and Box.com

I would like to clarify, when you integrate the different forms for example to your Dropbox account, then you can download all the consolidated information from different forms into your single Dropbox account.
