Free accounts get 100 form submissions per month, notwithstanding the number of forms you have. If we offer 100 submissions per form, then our paid subscriptions would be pretty much useless, since a free user would just create a duplicate form once the original is maxed out. The limit we impose is to avoid abuse of our free service.
Just to remind you, the 100 monthly submissions for free accounts include 10 SSL submits and 10 payments. You might want to take it easy on the SSL forms. If any of these numbers (100, 10, 10) are reached before the month ends, your forms will be disabled and unavailable for use. Your forms will only be activated once your submissions counter refreshes, which is on the first day of the succeeding month.
