I have just started using the payment options you have on offer using the paypal option.
Could you please explain what it exactly means when I receive a new submission but it also appears in the incomplete payments section? Does this mean they have submitted the form but not followed through with the payment?

This is correct. Most of the time, those payment submissions that ends up in your form Incomplete Payments inbox were those submissions which payments had not been completed.

Another possibility for payment submissions going to the Incomplete Payment inbox is if the IPN is disabled in the Paypal account used in the form.

I suggest you also enable IPN in your Paypal account.
