I am unable to oper the payment wisard to do it on my sponsorship form

It's possible that some scripts failed to load correctly which causes the failing of opening of the wizard. Can you try clearing your browser's cache and then try again?
Another option is clicking the properties icon (the gear-looking image) beside the wizard icon. This will show the properties window which you can also change the email address for your paypal on your form

When I got to properties icon the wizard is not coming up what do I do

That is strange.
Did you try to clear your browser cache as suggested by my colleague earlier? I would suggest you to clear your browser cache again. The following guide should help you: http://www.wikihow.com/Clear-Your-Browser's-Cache
I would also suggest you to close your browser tab where you have signed in to your JotForm account before clearing the browser cache. You may also like to restart your internet router and see if that makes any difference.
