When you fill on the incident date on my incident report template it will not let you put in an old date ie. Incident occured on 6/17/14 but is reported 6/18/14 the report will not submitt without telling me "an incident can not occur in the past".

Hi,
You have to allow past dates on the Datetime field.
Click the DatimeField field, click Settings > Show Properties > Set Disable Past Dates to "No":
