Save an unfinished form

If someone is filling out a form and needs to come back to it - can and how can that be done

You can enable the autofill feature to your form.  Click on Setup & Embed then click the Preferences button. Click on Advanced Settings tab. From there, you'll see the Continue Forms Later option.
