Hi,
I have four options set in my PayPal which are all weight based.
1- Domestic inside the U.S.:
a) First Class Shipping (Free)
b) Priority Mail (Weight Calculation)
2- International Shippings:
a) Standard Flat Rate Shipping (Weight Calculation)
b) International Express Air ($45.99 - Weight option is chosen)
I want to make sure, if someone buys something from the U.S. is your system going ahead and provide Free shipping to the customer? a) First Class Shipping (Free)
At the same time if another customer from OUT of the U.S. purchases something, is it going to go through international shipping option? a) Standard Flat Rate Shipping (Weight Calculation)
I really appreciate your help.
I am a top seller on eBay and we always provide free shipping for domestic orders.

Hi,
We have a Shipping settings when configuring Paypal Payment Integration but no location based pricing. So, instead of using that settings, I would advise to configure the shipping rates into your Paypal account dashboard: https://www.jotform.com/help/188-How-to-add-Shipping-to-your-Paypal-account. Configure US and non-US rates. So, once someone selected a product item from your form and redirected to the Paypal Payment page, the shipping rates will be automatically calculated based on the user location.
Now, just please make sure to allow the transaction based shipping settings to override your profile settings. This is useful if you have a custom Paypal button with custom shipping rates:
