Also, for the photos that people upload we want to make it mandatory for them to add a description of that photo-is there a way to connect a text field to a upload field?

What you could do to make this happen is have your file upload field then set a conditional requirement rule which then requires them to fill in the file description field if any files are attached to your form. Please see my example below.
