Thank you for asking. If you do not require payments to be received from your form, I don't think a Paypal Payment Tool will be necessary.
However, if you only have one product (or service) to sell in your form, you can do so by adding only a single product (or service). JotForm will automatically hide this product since there is only one, and the customer will be automatically charged the cost of this product after s/he submits the form. This is true for Paypal and should most probably be the same for Paypal Pro.

How can I address this problem?

Thanks for clarifying that. In that case, the Donation option of the Payment Wizard will be more appropriate for your requirement. With the Donation option, your clients will enter the amount they wish to pay.
