I have an order form which has over 100 submissions with zero problems. Today one of my customers called, telling me they could not submit their order because there was not submit button. I opened my site, went through the form and everything was as it should be. I had the customer delete their cookies, which did not help. She then re booted her computer, which did not help. She was using IE, so she tried Chrome, no help. She then tried Firefox, no help. What could be the problem here.

I checked the link you provided and it did not seem to work. I did check your form and it appears to be working correctly:
There are a few fields on your final dropdown that conditionally hide the submit and captcha:
Though you have 8 possibilities in those dropdowns, currently only 5 of them will allow you the complete the form:
This may be what your user is running in to.
