I want to allow those who submit forms to edit until a certain cut-off time. Is that covered by setting the expiration date? Or can a person edit a form even after the form has expired?

If you enable expiration date on your form using Submission Limits
User Guide: -How-to-Limit-Submissions-in-a-Form
then the user will NOT be able to EDIT the form anymore after the expiration date because the form will be Disabled by that time.
