Is this for enterprise-level only or for everyone?

Is this for enterprise-level only or for everyone? Do the collaborators need to log in with their own user id and password? Are there limitations as to what they can do outside of the form they are collaborating on?

Collaboration is for everyone. Any Jotform subscription can do the Collaboration.

If you are asking if they need Jotform account, no, they don't need to have an account. You will invite them using the link. If they don't have jotform account, they will be log in as a guess.

Since everyone has access of the form any changes made will be automatically save. So, you need to inform everyone(your team) that if they change something it will be save automatically. The only thing that they can't do is to delete the form.
