Hi,
The problem seems to be related to your PayPal merchant account configuration. If you are seeing this error most likely, you may have not accepted the agreement for using PayPal Pro Payments in your PayPal account. If you have already accepted the agreement and are still receiving this message, you need to contact PayPal to have your account activated manually.
