I have a form which contains 17 Radio buttons in one section and another 7 Radio buttons in another section. I want to make a condition that only allows them to have one selection between both sections. Is this possible? or do I need to combine all 24 radio buttons into the same section?

First of all, thank you for using JotForm.
The radio buttons that you are referring from the form you've specified are separated by a header, which doesn’t make it possible for the condition that you are requiring. The best thing I would suggest is for you to use dropdown box containing two items first is the "Personalized Covers" and the second one is "Custom Photo Covers", and then create the radio buttons for each of the selections. Set up the conditions in such a way that if a user selects "Personalized Covers", the form will show the options for Personalized Covers, and vice versa. The condition should look something like this one below.
