Hello,
When I try and upload an electric bill attachment on the jotform screenshot below it seems to work fine on my desktop to open it but it keeps showing an error message from my mobile. The error message is attached below.

Thank you for your patience. I cloned your form and tested it to see if I could replicate the issue, but everything was working properly. Check out the screencast below to see my results:
For now I've cleared your form caches. Can you try it again and see how it goes? If you run into the same problem again, let us know and it would help us to understand what’s happening if you can provide us specific steps on how to replicate the issue and we'll do some more testing.
After we hear back from you, we’ll have a better idea of what’s going, we’ll be able to come up with a solution.

Every time I try and click on the link for the uploaded picture in the email I get after a submission form (below email) I get the error message below. What is the issue?

Thanks for reaching out to Jotform Support. Please uncheck the "Require log-in to view uploaded files" option on your Account Settings page, or make sure you're accessing the links while logged into your Jotform account.
