There is no limit to download files but there is a limit to upload files. The space differs depending on the plan you have.

Free - 100 MB upload space
    Premium - 10GB upload space
    Economy - 100GB upload space
    Professional - 1TB upload space

If you uploaded a file an deleted it then the link should also be deleted as the it grabs the link from your submissions page. Not sure how you were able to download uploaded files that has been already deleted but the link should not work once it has been deleted.
