From what I understand, you have a form for an event or training?

We suggest you use the Gift Registry widget, this will let you set the number of slots available for a specific event, training or module. 

If you want to make a smart form by using conditions and logic based from the applicants' answers, you can check this tutorial link, SmartForm using Conditions feature.
