I created a survey for a research project I'm doing. I made one of the questions required (#1 on page 3), and even though people answered the question, it wouldn't allow them to submit the form saying that that question was required. SO - I took the requirement off, seemed like problem fixed because people stopped contacting me saying they could submit. However, now the question is showing up as blank some of the time for SOME of the surveys I'm receiving.

People declining to answer is a hazard when items are not required. Looks good to me as-is. Can't really do a dry run, because you asked folks not to complete the survey.
Might I suggest cloning your form for trouble-shooting? You can do it with one click and then play around with the cloned form to your heart's content (and invite others to do so as well) without compromising your research data.
The forms usually function reliably when hosted on the Jotform site, but I've seen issues (particularly with multi-page forms) if I attempt to download the source code of the form and host it locally. Specifically, I noticed that the paging doesn't work quite right, or random single required fields will cause problems with form submissions.

Are you having issues with your question "1. Did you at any time feel forced, .............. register for Kanaiolowalu?"
I cloned your form and tested it a few times but I am unable to replicate the issue you are having. I marked this question as required and I am able to submit the form without any issue. It did not give any validation error message. Please check the screenshot below:
