We have set up a job application form to which applicants upload their resume. For the last several weeks, when we got the email notification of a submission, we clicked on the link and the resume opened. Lately they haven't opened. Get a notification from Firefox - "The server at submit.jotform.com is taking too long to respond." Similar response from Chrome. Been going on a couple of days. Any suggestions? Here's a form that won't open.

First off, we'd like to apologize for any inconvenience caused on your part. As of this writing, I was able to download the link you posted. Your problem was probably caused by a hiccup on our server, since it is still recovering from the attacks it endured last week.
Please try downloading again, then let us know if you're still having issues with it. Thank you very much.
