How do I add a dropdown of states?

I am not sure if I have understood your question correctly. Do you want to add a dropdown question for the list of states of any country?

Please take a look at our widgets section where we already have quite a few widgets for list of states:  http://widgets.jotform.com/search/states 

I believe one of the widgets will solve your problem.
