I received an email saying our form was over quota. Is is possible to delete older submissions and use the same form again? It's important to be able to continue to use that links.

If you delete submissions then yes, your jotforms would be available again. This happens because your space limit has been reached.
Do note that once removed, there is no way to get them back later on so please make sure that your submissions are saved first on your PC or some other system as a backup for future reference.
