I'm creating a multi-field form that has radio buttons. I want to set the conditions on my radio buttons (Im using the radio buttons widget), but cannot seem to find how to do that. I've seen referenced in other questions that there is a Wizard for this - but where?

Before proceeding further, I highly recommend that you also create your JotForm account first. I could not find an account/username associated to your form, so I assume you have not account yet.
You can use this link http://www.jotform.com/signup to signup using your email. We will be able to provide you assistance much better when you have account.
As to your current inquiry, the reason you could not create condition rules that involves the Button Radios Widget is because, some widgets are not yet included in the Condition Logic feature of the form.
You can only use the regular Radio Option field found in Form Tools to create conditional statement that uses Radio options.
