That is because you've maxed out your File Storage limit which is 100MB only for Free Account. To restore the limit, it's either you delete the submissions with file upload in it or upgrade your account to our paid plans.
Make sure to download first all the files and submissions before deleting it from your form. This way, you can keep the files to your computer because deleting submissions means that you cannot recover it anymore.
