How to show/hide a field based on a selected time value

If the time entered is before 6 am, I want to show the secon field.  If the time entered is after 6 am, I wish to hide the second field.  How do I express the value 6 am to insure that the condition can be evaluated.  I have tried several different ways but the condition does not work.
