I took a look at the account holding the jotform, but all I can tell you (since your email is not matching the email in the account) is that the jotform has received more submissions than allowed / allocated space and until the extra submissions are not removed so that accounts falls under the limit, the account will be disabled.
If you are looking after the account you would need to download all submissions with files attached to them (which you see as important) and then delete them (which will delete them permanently) to lower the used space.
