is it possible to send these notifications to a back log of applicants? for instance, i have had 10ppl complete a form and now i want to create a new email notification to be sent to those 10ppl and any new ones. thx!

Unfortunately, it is not possible to trigger new notification to the people who have already filled the form. The notifications/autoresponders are intended to send an email alert to the form owner that they have received a new submission and to the form submitter that their submission is successfully sent. The new notification added shall be triggered when the form is submitted again.

Would our JotForm Email Newsletters app be of any help? The idea I have in mind would be to replace the old autoresponder with a new one. That new autoresponder would go to all future users of the jotform. For past users, you could copy the contents of the new autoresponder and send it to them as described in the blog post about the JotForm Email Newsletters app.
