I have just tried and see that the file is not available, but unfortunately was not able to fix it for you. I will however notify our developers so that they can see what might be the issue and resolve it for you.
Once they do they will get back to you through this thread.
In case you are used to responding through email, I would advise to come to this thread instead as at the moment our maintenance team is working on a part of our system, which could lead to us not receiving your response sent over email. It appears that the submission happened at the time when there was a glitch on the server where it was having errors when receiving uploads. What's unfortunate is that we cannot retrieve the uploaded file for you. However, this issue is now resolved. So if in case the problem persists, or if you have further questions, please do let us know.
