How to send the draft form to some one for comments?

I am not sure if I have understood your question correctly. 

Do you want to show your form to someone else before embedding it in your web page or sending the link to your users?

Well we do not have such feature where you can keep your form as draft and then share the draft URL with someone. One possible solution is to password protect your form and then send the form along with the password to anyone. Once you want to release the form for all users, you can simply delete the field added for credentials.
