I attempted to add a dropdown field with 15000 entries - it was cut off in the middle of the 2400th entry - is there a maximum allowed here?

I am not sure if there is a limit, but I would personally advise against adding that many drop down options. For one, there's only so much information a browser can handle.
There is a possibility that a browser will have a hard time processing our form builder's scripts if there's such a number of information that it has to store in its memory cache.

I was able to add 15000 entries to the dropdown field, but I believe that this is a bad practice. I think that dropdown field is not designed for such a big amount of entries, also openning 15000 entries in browser will cause a lot of troubles for most users.
If you describe your goal we can try to find some better solution.
