People is able to submit my form without making an actual payment, why?

I contacted you guys yesterday because I had several forms not completed that were submitted. Just people in that one day were not able to make payments, I have been told they've tried again using different cards yet I am I'm still not getting their payments but, I am getting payments from others. Is there something to do with the type of card they use that would cause me problems? I know one of them was a Credit Union Bank Card, not sure if that would be the problem or not but, I'm trying to figure this out before more people try to place orders.

Upon checking your form, I noticed that your product list is not required in the form which means that the form can be submitted without making an actual purchase.

I suggest that you set your product as required to ensure that people are redirected to the PayPal payment gateway when they click on the Submit button.
