Are the submissions also transferred when the form is transferred from one account to another

if the form is transferred, are we going to get all the submissions as well?

Yes. When the form is transferred from one account to another account the submissions will also be moved to new account. However, the files linked to this JotForm cannot be moved to new account. But you'll be able to access these files by changing the username to the original account username in the links from the submissions. The new submissions received after the movement will be storing the files into the new account itself.
