Upon checking your account, I see that you did have 170 regular submissions. But the over quota is actually pointing to the SSL Submissions. Which for "Free" or "Starter" accounts have only a limit of 10, you already have 94/10 of the SSL limits. Please see our pricing page for the details of each plan: http://www.jotform.com/pricing
For you to use your account and the forms again, you can upgrade to a higher subscription plan. You'll receive an email with a link on how to upgrade, or you can try logging in to your account and navigating to http://www.jotform.com/myaccount/billing. Choose a subscription plan to upgrade. Here's a screenshot that might help.
If you do not want to upgrade, you can wait for the counters for the quota to reset to zero, this happens every 1st day of the next month. I would also recommend that you remove your forms that are using the SSL submissions, these are forms with the https:// or https://secure in their links, replace them with the non-SSL forms, to get the non-SSL form, disable the option "secure form" and copy the embed code and use those instead.
I hope this helps.
