We are considering upgrading to a pro level of jotform.com and want to share the submissions of some of our forms with our regional offices - especially events. However, I don't want to have to require each of them to get a jotform login in like your sub-account section explains. Anyway I can do it through a unique url like Formstack does?

You can actually share the submission data of your forms to the public or to anyone that have link to it even to non JotForm users.

You can provide an access password to the link
so it is also safe.
