I can not find any account (with jotforms) associated with your email.

We would only need to know if this is made on the same jotform and if so what is the jotform so that we can check it out for you?
Rabies Tag Order Form: Bell Shape seems to be the culprit. I have gone in and hit embed form and checked the secure box on all the Rabies Tag Order Forms and I wanted to see if that would make a difference in the "Ghost submissions."
I thought that the fields might have been marked as not required, but see that they are.
Can you tell us where the form is embedded (the page where it is embedded) to see how it was embedded since per what I see it seems that Google bot submitted them.
I will now reduce the counter for you for 800 submissions, but please do not remove them from the submissions panel for now so that our developers can take a look into this - if needed as well.

OK, that is direct link to the jotform. I presume that you do not have the jotform embedded on some page on your website then - you just post the links to the jotform?
I do hope that you do not mind these questions, I have already lowered your submissions count as mentioned, but we need to understand what had happened and how in order to make sure that it does not happen again.

The difference though (as far as I can gather from the above) is the forms populate our email but not the jotform submission table? Example that came in on 7th July but nowhere to be found in submissions:
