Can not access form builder to create a new form or save updates to my profile.

After logging on, I get a page that says create form in the upper left corner, when I click on it nothing happens, tried clicking form builder and I get no response.  I tried to update my profile, I can enter the information but cannot save it. Do I have to download a program?
