I would like to set up 3 staff members to that we can have them submit contact names. I would like to be able to view a master database of all the contact that is only visible to the admin. Then I would like each of the staff members to view their own submissions.

I think what you actually need is having Sub-Accounts in your JotForm account.
Check the user guide: -How-to-Share-Forms-with-a-Sub-Account-User
