Paypal is not working - emergency!

Hi, I have forms set up for applications and people are trying to register and cannot get the paypal to work properly for both existing customers and new.

Please help as soon as possible and please get phone support.

Can't give you a screen shot because it has my credit card number on it.

Unfortunately we do not have phone support. Which error messages are you receiving?

I tried to test it. With Paypal I got a message "Account limited":

With Credit Card I got a message of "This card cannot be used":
