I integrated Paypal on my form that I created, but when I tried to send it out to people to used. It takes you through the payment portion and states that it cannot complete payment. What am I doing wrong?

Your payment integration is correctly setup, this failure might be on customer side regarding the PayPal account not the integration.
The main reason seems is the card payment failing or most likely being rejected. I would advise trying again or request that they try a different card.
