What I want to do on my form is when the person select more than one (Quantity) of an item, they will be able to select options for each item.
Example: I would like to order 3 fish dinners; 1 with mac and cheese and cabbage, 1 with fried potatoes and greens, and 1 with mac and cheese and green beans.
I am not able to accomplish this without assistance.

Seems like this is something you need to explain with more details in order to assist you. At first glance, it seems you want the options to show/hide. Another doubt that I have is : Would the price change depending on the selection?
Please provide as many details as you can and we will do our best to get a workaround for you.

OK...YES the show/hide I want...
I want my customers to have the option if they selection more than one platter that they can toggle the options for each platter.
For example right now, if I wanted 4 fish platter, they all have to have the same 2 sides.
I want to have the option if they want 4 fish platters, they can all have different options for the side dishes. The pricing would remain the same.

No...I have the options, but if you select more than one platter, it only allowed you to select 2 sides.
If you order 2 platters of fish, that should be 4 sides, and you should be able to select 4 different sides.

Thank you for explaining further.
Currently, what you wanted is not doable when using the Payment Tool.
You will have to create a Custom Payment Form that uses the regular fields outside the Payment tool. This is because adding conditional statements to the Payment Tool is very limited.
Allow me sometime to create an example of custom payment form that demonstrate what I was describing.
I will update here as soon as possible.
